I. THE MEETING WAS CALLED TO ORDER BY RAY CERDA

II. INVOCATION WAS GIVEN BY SHERIFF DAVID HUFFMAN

III. PLEDGE OF ALLEGIANCE WAS LEAD BY RAY CERDA

IV. RAY CERDA RECOGNIZED AND INTRODUCED THE FOLLOWING ELECTED OFFICIALS:

Chairperson Kitty Barnes, Catawba County Board of Commissioners
Representative Mark Hilton, N.C. House
District Attorney Jay Gaither
Joe Brannock represented Senator Richard Burr and introduced his special guest Jacob (8 years old)

V. OFFICER REPORTS
1ST VICE PRESIDENT – SEPTEMBER MEETING WILL BE HELD AT LINEBURGERS STEAKHOUSE
2ND VICE-PRESIDENT – GAVE AN OUTLINE OF CURRENT DUES COLLECTION EFFORTS AND ANNOUNCED THAT MEMBERSHIP FOR THE REMAINDER OF THE YEAR IS $5.00
3RD VICE-PRESIDENT - MENTIONED SPEAKER FOR THE SEPTEMBER MEETING WOULD BE SENATOR AUSTIN ALLRAN
SECRETARY – A COPY OF THE JUNE MINUTES WAS READ TO THE FORUM BY RAY CERDA.
TREASURER – CURRENT BALANCE REPORTED IS $1,304.00, NOT INCLUDING $500.00 YET TO BE DEPOSITED.

VII. PROGRAM CONSISTED OF ALICE GARLAND, DEPUTY EXECUTIVE DIRECTOR OF THE NORTH CAROLINA EDUCATION LOTTERY. Mrs. Garland is a graduate of William & Mary College and UNC-Chapel Hill. She spoke of the inception of the lottery in North Carolina in 2005 and the hiring of the Executive Director in December. She also spoke of the work that was done to enlist retailers, including a 26 page application as well as a criminal background check and tax background check. The lottery sent out over 8000 applications and currently has over 5900 retailers. The lottery currently has 190 employees who delivered over 71000 boxes of lottery tickets in 2006. Mrs. Garland also spoke of how the proceeds of the lottery were spent as directed in the North Carolina General Statutes. The lottery proceeds are spent as follows: 1) 50% to players, 2) 7% commission to retailers, 3) 8% administration, 4) 35% to education with that 35% being allocated as follows: 4a) 50% to More at 4 and Pre-k though 3rd grade, 4b) 40% to school construction and 4c) 10% to scholarships. To date the lottery has sold more than $349 million dollars in tickets. Mrs. Garland then answered questions from the group.

SEPTEMBER 14 – YOUNG REPUBLICAN MEETING AT NEW CAMPAIGN HEADQUARTERS
SEPTEMBER 21 – NEXT MENS FORUM SPECIAL MEETING AT LINEBERGERS RESTAURANT IN DENVER TO WELCOME OUR REPUBLICANS IN THE SOUTERN PART OF THE COUNTY
CHARIMAN CLIFF ISAAC ALSO ASKED EVERYONE TO PUT OCTOBERFEST, THE AMERICAN LEGION FAIR AND MURRAYS MILL ON THEIR CALENDAR AND HE REMINDED EVERYONE THAT THE GOP HEADQUARTERS IS NOW OPEN AND VOLUNTEERS ARE NEEDED. THE GOP PHONE NUMBER IS 828-465-1400.

XIII. ERIC FARR WAS THE RAFFLE WINNER AND DONATED THE MONEY TO THE FORUM
